Phone number longer in use can’t get into account

I need to get into my Neo account and it’s saying I am on a new device yet. I’m using the same device, but I do not have that number working for text message at the moment because I haven’t paid my phone bill due to the fact I can’t get on my neo account. I need to get into the account another way. I have called the neo helpline and it says that it’s not available yet. It states that it should be available every day 7am intill 10 PM or something.
