How do I already have an account and why can’t I reset my password?
I believe the most common cause of these errors is a previous owner of your phone number opened a Neo account.
Customer Support should be able to remove your number from that old account (probably after they confirm your the rightful current owner of that number). Once your number is no longer linked to any existing accounts, you should be able to create your new Neo account.
